Nah, there are plenty of sites dedicated to ROMs. No point in P2P, torrenting is probably a good source though.

Mario/Zelda/Pokemon games are a bitch to find though, so P2P may actually be a good idea..

About ROM thing,I think you could buy some inexpensive software to get games off of the sites W/O forced voting
