First off, what are your abilities when it comes to writing and grade level?

Research the war in Iraq if you can...be good to see if the government is still standing behind the initial reason why we are fighting over there or if there is a new objective that our innocent soldiers & citizens are dying for.

Research reports, in my opinion, are much easier to do about something in the past. I say do a report about a war before the 21st century, or perhaps a topic that is timely or has to do with your interets. (Research a hobbie or something which you already have knowledge about)
