I'm a smart man, I hate being lied to, and I can tell when I'm being lied to. Don't lie to me.
Tell him, straight up: "Listen, I can't have a boyfriend right now, I'm sorry if you have feelings for me but I don't have the same ones for you. This isn't me playing hard to get, this is me saying it's either friends or nothing."
