Well, your first problem is that you're posting on a message board to ask for a rating of yourself. Girls like guys who know what they want. That sounds a bit "lul wut" worthy, but really, just act confident.

In terms of looks, I'd go with a new hairstyle. I used to have a caesar cut when I was younger too. I find it kind of lame. On certain people, anyway. I'm not much a fan of the outfit either. You have somewhat of an elongated head, so you'll want a hairstyle that adds balance to that and maybe some facial hair on your chin. I'm assuming that you have naturally nappy hair. If you're not willing to straighten it, I'd say to go with dreadlocks, but be stylish about it. Look through this gallery and see if you like the particular hairstyle.
