no,his friend is a HUGE Comp. Geek,he made some of the Sega and NES games on there,like he did about 5 parodys of the Mario Bros,and about 2 or 3 of the Legend Of Zelda

About ROM thing,I think you could buy some inexpensive software to get games off of the sites W/O forced voting
